Bids to deliver the contract will be evaluated 70 per cent on quality and 30 per cent on cost. Applicants must hold employer’s Liability Insurance of £5 million, Public Liability Insurance of £5 million and Professional Indemnity Insurance of £500,000.

The winning team will draw up a masterplan and design code for a large 23ha swathe of land adjoining Slade Lane which is owned by the Welsh government and located on the northern fringes of the historic Pembrokeshire settlement.
The mixed-use project aims to deliver 50 per cent affordable housing on the greenfield site. The search for an urban planning team comes just two months after Bridgend County Borough Council announced it was recruiting a masterplanner for a 32ha waterfront regeneration site in Porthcawl part owned by the Welsh government.
Haverfordwest is a small market town of around 14,500 inhabitants located between Milford Haven and Fishguard. The search for a design team comes six years after Cardiff’s Powell Dobson Architects won a contract for the £3 million overhaul of Pembrokeshire College’s main campus in Haverfordwest.
‘To achieve this, we are inviting proposals from the open market to masterplan the site in a way which aligns with the [Welsh Government’s] policy aspirations, including (but not limited to) 50 per cent affordable across the site, [Welsh Development Quality Requirements 2021] standards across all homes and moving along the pathway to net zero living. Additionally, we expect proposals to deliver social value and public benefits.’
